Gurugram, India – In a significant enforcement action, Gurugram traffic police have impounded a dumper truck on the Delhi-Jaipur Expressway after uncovering a staggering 242 pending challans, totaling ₹35.43 lakh (approximately USD 42,500). This incident, occurring during a routine check near Bilaspur Chowk, marks the highest number of unpaid fines ever detected against a single vehicle in Gurugram.
Massive Accumulation of Traffic Violations
The truck, bearing a Uttar Pradesh registration, was stopped by Assistant Sub-Inspector Prashant, the traffic zonal officer. A subsequent scrutiny of the vehicle's record revealed a history of violations spanning three years across multiple states, including Rajasthan, Haryana, Uttar Pradesh, and Uttarakhand.
Traffic Inspector Lokesh confirmed that a majority of the 242 challans were issued for overloading, particularly by the Rajasthan Regional Transport Office. Other infractions included no-entry violations, speeding, red-light jumping, and driving without a number plate. The accumulated fines ranged from ₹14,000 to ₹21,100 for individual overloading offenses.
Part of a Broader Enforcement Drive
This high-profile seizure is a direct result of a special enforcement drive launched by Gurugram traffic police targeting vehicles with substantial outstanding fines. The police aim to curb repeat offenders and recover an estimated ₹100 crore (approximately USD 12 million) in unpaid fines across the district.
Previous Impoundments Highlight Persistent Issues
The dumper truck incident follows other notable impoundments under the same initiative:
- On September 30, a motorcycle in Udyog Vihar was seized for 126 pending challans, accumulating ₹10.30 lakh in fines, mainly for helmet violations, expired PUC certificates, and missing number plates.
- On August 3, a Thar SUV was impounded near Sirhaul toll plaza with six pending challans worth ₹89,000, in addition to having black film on windows and a missing high-security registration plate.
Officials stated that approximately 10,000 vehicles have been impounded over the past year to compel owners to settle their outstanding dues in accordance with the Motor Vehicles Act, 1988.
Legal Ramifications for the Owner
The impounded dumper truck is registered under a construction firm based in Uttar Pradesh. Traffic authorities have clarified that the vehicle will only be released upon a court order, contingent on the owner fully settling all accumulated fines. This stringent measure underscores the police's commitment to enforcing traffic regulations and ensuring accountability.
