Maharashtra Pioneers Blockchain Framework for Land Asset Tokenization

Maharashtra Chief Minister Devendra Fadnavis announced plans for a legislative and blockchain-based framework to tokenize land and other immovable assets. This initiative aims to boost liquidity and convert dormant wealth into economic opportunity, making Maharashtra the first Indian state to implement such a system.

Maharashtra is set to introduce a groundbreaking legislative and blockchain-based framework for the tokenization of land and other immovable assets. Chief Minister Devendra Fadnavis announced this significant development at the Global Fintech Fest 2026, highlighting the state's ambition to make physical assets more productive and accessible.

The Delta Act: A New Era for Asset Liquidity

CM Fadnavis stated that Maharashtra is actively working on the "Maharashtra Digitisation and Exchange of Land Token Assets Act" (Delta Act). This pioneering legal framework will establish a robust architecture for blockchain-based organization of land assets, positioning Maharashtra as the first state in India to create such a system.

For generations, land has been a primary form of wealth in India, often lacking liquidity. Fadnavis emphasized that the core idea behind land asset tokenization is not speculation, but rather to enhance liquidity, making assets more productive and transforming dormant wealth into tangible economic opportunities for families and businesses.

Fintech Innovation and AI Integration

Beyond land tokenization, Fadnavis also touched upon the transformative potential of agentic AI. He stressed the importance of ensuring accountability, security, and human oversight in AI applications, whether for small enterprises optimizing cash flows or farmers receiving financial advice in their native language.

Maharashtra is actively building an ecosystem around AI, data centers, Global Capability Centres (GCCs), startups, universities, and advanced technology. The Chief Minister envisions Mumbai as a future hub for global finance, leveraging its existing strengths in capital, talent, markets, institutions, regulators, technology, and entrepreneurship.

Maharashtra: India's Fintech Test Bed

The state aims to become India’s largest real-world test bed for the next generation of fintech solutions. Fadnavis called upon fintech companies to develop innovative solutions for critical sectors such as MSMEs, agriculture, public finance, fraud prevention, and citizen services. He pledged state support for testing, deploying, and scaling successful solutions globally.
