Ontario has introduced a significant revision to its provincial immigration scoring system, giving higher-earning candidates a distinct advantage in their pursuit of Canadian permanent residence. Under the newly launched Ontario Workforce Priority Stream (OWPS), individuals with an annual income of C$80,000 or more will now receive 10 points under the crucial earnings-history factor.
This change was implemented on October 5, 2026, and has been automatically applied to all affected candidate profiles. The move is expected to benefit a wide range of skilled foreign workers, including many from India currently working within Ontario, by improving their overall ranking for a provincial nomination.
Revised Points for Earnings History
The updated structure for Canadian work experience points based on a candidate's annual earnings is as follows:
- C$80,000 or more: 10 points
- C$70,000–C$79,999: 8 points
- C$50,000–C$69,999: 6 points
- C$30,000–C$49,999: 4 points
- Below C$30,000: 0 points
Previously, the maximum number of points awarded under this factor was eight, for candidates earning C$70,000 or more. Earnings are assessed using the candidate's Notice of Assessment issued by the Canada Revenue Agency (CRA) within the last five years.
Understanding the Ontario Workforce Priority Stream
The Ontario Workforce Priority Stream is a core component of a broader overhaul of the province's immigration program. It offers a clear pathway for eligible skilled foreign workers who have qualifying job offers to secure provincial nomination for permanent residence.
This stream is comprehensive, covering job offers across all National Occupational Classification (NOC) TEER categories. It also features a dedicated pathway for eligible self-employed physicians who do not necessarily have a job offer. The process typically begins with employers initiating the application through Ontario's employer portal before an eligible worker can register an Expression of Interest (EOI).
Ontario officially opened its EOI portal for this new stream on August 4, 2026, following the initial announcement of the program's redesign in June. The OWPS replaces previous immigration streams as the first phase of this provincial immigration revamp.
Improving Your Chances for Permanent Residence
While the revised earnings points are significant, they are just one element of Ontario's comprehensive ranking system. Candidates are evaluated across various factors, including their occupation, overall wages, Ontario work experience, educational background, language proficiency, legal status in Canada, and the geographic location of their job.
For instance, candidates working in Northern Ontario can gain an additional 15 regionalisation points, whereas those in Eastern, Central Ontario (outside the Greater Toronto Area), or Southwestern Ontario may receive 10 points. Workers in Toronto, however, do not receive regionalisation points.
It is important to note that achieving C$80,000 or more in annual earnings does not guarantee an invitation to apply or permanent residence. Candidates are ranked competitively against other applicants, and only those who receive an official invitation can proceed with their provincial nomination application.
Next Steps After Ontario Nomination
Successful applicants who receive an Ontario nomination can then submit their application to Immigration, Refugees and Citizenship Canada (IRCC) for permanent residence. For candidates eligible through the Express Entry system, an Ontario nomination provides a substantial advantage, adding an extra 600 Comprehensive Ranking System (CRS) points, which dramatically increases their likelihood of receiving a federal Invitation to Apply (ITA).
Ontario's immigration overhaul is planned to unfold in further phases. The province has indicated future pathways, including a Priority Healthcare Stream, an Entrepreneur Stream, and an Exceptional Talent Stream. However, specific launch dates for these additional streams have not yet been announced.
