Google co-founder Sergey Brin has become the leading financial opponent of California's proposed Proposition 40, a ballot measure that seeks to impose a one-time 5% wealth tax on the state's billionaires. Brin's total contributions to the campaign against the tax now stand at $102 million, including a recent $20 million donation, according to Bloomberg reports.
The Campaign Against Proposition 40
Brin's substantial funding supports “Building a Better California,” a group actively campaigning against Proposition 40. This organization also advocates for pro-business policies and housing affordability measures within the state. The group is reportedly funding two competing ballot measures designed to potentially nullify Proposition 40 if they receive more votes.
In contrast to Brin's considerable investment, the campaign supporting the wealth levy, initiated by a healthcare workers union, has garnered just over $30 million in donations to date, as per public campaign filings.
Details of California's Proposed Wealth Tax
Proposition 40, which California voters will consider in November, proposes a one-time 5% tax on the net worth of billionaires who were residents of the state on January 1, 2026. The tax would be due in 2027, with an option for taxpayers to spread payments over five years at an additional cost.
Supporters of the measure estimate it could affect approximately 200 billionaires and generate around $100 billion. The revenue would be allocated to a special fund, with 90% directed towards healthcare initiatives and the remaining 10% designated for education and food assistance programs.
Why the Wealth Tax?
The push for a billionaire tax comes as California faces significant federal healthcare funding cuts, estimated to reduce the state's healthcare system by about $100 billion over the next five years. The Service Employees International Union-United Healthcare Workers West (SEIU-UHW), a healthcare workers union, is a primary proponent of the measure, citing the need for funds to offset these cuts and support essential public services.

Brin, recognized as the world’s fourth-richest person with an estimated net worth of $282 billion, has intensified his political spending in California in recent months. He has also reportedly purchased a $42 million mansion on the Nevada side of Lake Tahoe and now lists Nevada as his official residence in state records, a move that could have implications for his tax obligations should the measure pass.
