Delhi Police Reconfigures Protest Landscape
In a significant change to the national capital's public demonstration framework, Delhi Police has officially removed Jantar Mantar from its list of designated protest sites. A standing order issued on October 11, 2026, by Delhi Police Commissioner Anurag Kumar, replaces the historical venue with three new locations for public gatherings and demonstrations.
This decision modifies an earlier order from April 28, 2022, which previously governed designated protest venues across Delhi. The move aims to streamline protest arrangements and follows recommendations from a specially constituted committee.
New Designated Venues for Public Gatherings
Under the revised guidelines, citizens and organizations wishing to stage protests or demonstrations in Delhi must now utilize one of the following three designated venues:
- Ramlila Ground
- Burari Ground
- CBD Ground, East Delhi
The Delhi Police has stated that detailed and revised Standard Operating Procedures (SOPs) for organizing events at these new locations will be issued separately. Until these new SOPs are published, protest organizers are advised to adhere to existing police directions and permission requirements for public assemblies.
Historical Significance of Jantar Mantar
Jantar Mantar has long served as one of Delhi's most iconic and frequently used sites for protests. Its central location and historical prominence made it a focal point for various political demonstrations, civic campaigns, and social movements, attracting activists and citizens from across the country to voice their concerns over policy decisions and societal issues.
The denotification of Jantar Mantar marks a substantial shift in how public dissent and advocacy will be expressed in the capital, redirecting the flow of demonstrations to the newly designated areas.
Ministry of Home Affairs Recommendations
The decision to de-notify Jantar Mantar stems from recommendations made by a committee established by the Ministry of Home Affairs, Government of India. This committee was tasked with examining and identifying alternative, suitable venues for citizens to exercise their right to organize protests and demonstrations, aiming to ensure public order while accommodating civic expression.
