The Union Cabinet has approved a 3% increase in Dearness Allowance (DA) and Dearness Relief (DR) for Central government employees and pensioners, effective retrospectively from July 1, 2026. This decision raises DA/DR from 60% to 63% of basic pay, benefiting 48 lakh employees and 68 lakh pensioners ahead of Diwali.

The Union Cabinet has approved a significant 3% increase in Dearness Allowance (DA) for Central government employees and Dearness Relief (DR) for pensioners. This decision, announced Wednesday, raises the DA and DR rates from 60% to 63% of basic pay and pension, providing a timely boost ahead of the Diwali festival.

The hike is effective retrospectively from July 1, 2026, meaning beneficiaries will also receive arrears for the preceding months. This move is expected to benefit approximately 48 lakh Central government employees and 68 lakh pensioners across the nation, totaling around 1.16 crore individuals.

Impact and Financial Implications

The approval follows the established formula based on the recommendations of the 7th Central Pay Commission (CPC). The government estimates the financial implication of this revision to be around ₹10,016 crore annually, reflecting the substantial commitment to its workforce and retired personnel.

Beyond the 7th CPC framework, specific adjustments have also been made for those under older pay scales:

  • For 6th CPC Pay Scales: DA and DR have been increased by 7 percentage points, moving from 262% to 269% of basic pay and pension.
  • For 5th CPC Pay Scales: DA and DR rates have seen a 14 percentage point hike, rising from 483% to 497%.

Boosting Employee Morale and Economic Relief

This increase in Dearness Allowance and Dearness Relief is designed to offset the impact of inflation on the cost of living for government employees and pensioners. By providing additional financial relief, the government aims to enhance the purchasing power of its workforce and retirees, contributing to their economic well-being, especially during the festive season.

The announcement underscores the government's ongoing commitment to regularly review and adjust emoluments based on prevailing economic conditions and the recommendations of pay commissions, ensuring fair compensation for public service.
