A recent annual inspection at an HPCL-authorised fuel station on Hosur Road in Bengaluru uncovered electronic chips allegedly installed within fuel dispensing machines. The discovery has prompted a police investigation into potential fraud, raising concerns that customers may have been systematically shortchanged on their fuel purchases.
Discovery During Routine Inspection
The alleged tampering came to light on July 24, when an HPCL mechanic conducting a routine annual inspection noticed unusual components inside one of the fuel dispensing units. Suspecting an electronic chip had been secretly installed, the mechanic immediately alerted the petrol pump owner.
Owner Files Police Complaint
The petrol pump owner, who has operated the outlet under a valid license since 2020, promptly informed Hindustan Petroleum Corporation Limited (HPCL) officials. Following a detailed technical examination, HPCL confirmed the presence of electronic chips within the dispensing units. The owner has since filed a police complaint against unidentified individuals, alleging that the devices were installed without his knowledge to manipulate fuel delivery.
Allegations of Fuel Manipulation
According to the complaint, these chips could have been used to dispense less fuel than what was displayed on the machine's meter, allowing perpetrators to pocket the difference. The owner maintains that his outlet consistently adhered to all operational procedures, including daily five-litre fuel delivery tests and regular inspections by HPCL and the Department of Legal Metrology, successfully clearing previous audits.
Police Investigation Underway
The Parappana Agrahara police have registered a case and initiated an investigation based on the complaint. Authorities plan to examine the seized components, review maintenance records, and identify all individuals who had access to the dispensing machines. Investigators will also assess the duration and extent of the alleged tampering to determine the financial loss incurred by customers.
The petrol pump owner has expressed his unawareness of the alleged manipulation and has sought a thorough investigation to identify those responsible, suggesting former employees, service technicians, or others with specialized access might be involved. This incident underscores the critical importance of stringent regular inspections and technical audits at fuel stations to safeguard dispensing accuracy and maintain public trust.
