Concessional Annual FASTag Local Pass to Begin November 1
The National Highways Authority of India (NHAI) has announced a significant change for frequent commuters: a new concessional annual FASTag local pass. Effective November 1, 2026, this pass will allow eligible private vehicle owners residing within a 20-kilometer radius of a National Highway toll plaza to pay a reduced annual fee, streamlining their travel and cutting costs.
This initiative falls under the National Highways Fee (Determination of Rates and Collection) (Fifth Amendment) Rules, 2026, and was officially announced by NHAI on October 27.
Eligibility and Application Details
The new annual FASTag local pass is specifically designed for private, non-commercial vehicle owners. To qualify, an applicant's registered residence must be within 20 kilometers of a National Highway fee plaza. Additionally, applicants must hold an active and functional FASTag linked to their vehicle and meet all other conditions specified in the government's official notification.
It is important to note that living near a toll plaza does not automatically confer eligibility. The pass will not be available for highways or expressways that utilize a closed user fee-collection system, or where an alternative service road is already provided for local traffic.
Annual Pass Fees and Potential Savings
The cost of the annual local pass will vary based on the toll plaza's geographical location:
- Outside municipal or local town limits: ₹1,500 per year
- Within municipal or local town limits: ₹3,000 per year
This new annual option presents considerable savings. Currently, eligible commuters can purchase a monthly local pass for ₹360, amounting to ₹4,320 annually. With the new annual pass, a motorist using a plaza outside municipal limits could save ₹2,820 per year compared to purchasing monthly passes.
How to Apply for the New FASTag Local Pass
Drivers who believe they meet the criteria should first ensure their existing FASTag is active and correctly linked to their vehicle. They then need to verify the specific eligibility conditions and the applicable fee category for their nearest toll plaza before proceeding with an application. The government advises all commuters to consult the official notification for comprehensive eligibility details, as the pass is subject to specified conditions.
Broader Context of FASTag Implementation
India has seen widespread adoption of FASTags, with over 13 crore units issued to date. The introduction of the annual local pass is part of NHAI's ongoing efforts to simplify toll payment mechanisms while also addressing the needs of frequent local users residing near highway plazas. Vehicles without a valid or functional FASTag continue to face higher toll charges, including 1.25 times the applicable fee via UPI or double the fee when paying in cash.
