The Gautam Budh Nagar administration has imposed a penalty of ₹1 lakh each on seven private schools in Noida for breaching the Uttar Pradesh Self-Financed Independent Schools (Fee Regulation) Act, 2018. This action comes after a review by the district’s fee regulatory panel, which found the institutions had increased fees beyond the approved limit for the 2026–27 academic session.
Excessive Fee Hikes Trigger Penalties
The schools facing fines include Apeejay School, Sparsh Global School, Ramagya School, Vishwa Bharati School, Sri Chaitanya Techno School, St John's School, and Bal Bharati Public School. Authorities initiated the investigation following numerous complaints from parents concerning significant fee revisions for the upcoming academic year.
For the current session, the District Fee Regulatory Committee (DFRC) had capped fee increases at 7.23%, a figure adjusted for inflation. Officials discovered that several of the fined schools had exceeded this maximum permitted increment. Bal Bharati Public School was also cited for additional violations related to fee disclosure and collection practices, including charging certain annual fees separately and failing to publish its complete fee structure online as mandated by the regulations.
Transparency and Accountability Mandates
The state's fee regulation framework aims to ensure transparency in financial matters and alleviate undue financial burdens on parents. Key provisions prohibit schools from compelling parents to purchase supplies from specific vendors, frequently changing uniforms without approval, or replacing textbooks without valid justification.
This latest enforcement action is part of a broader district-wide examination that initially put 45 private schools under scrutiny due to rising education costs. While many institutions either adjusted their fee structures or provided satisfactory explanations, the seven aforementioned schools failed to adequately address the concerns raised during the review process.
Potential for Further Action and Refunds
The ₹1 lakh penalty is an immediate measure, with authorities now preparing to issue Recovery Certificates to collect the fines. Under the Uttar Pradesh fee regulation law, repeated violations can lead to more stringent consequences, including higher penalties and potentially the revocation of a school’s recognition. The law also empowers authorities to mandate refunds for any fees collected beyond the approved limits.
Despite the current penalties, the administration has not yet issued any orders regarding fee refunds for parents, nor has it specified the exact amount of excess fees each school allegedly collected. Parents are currently awaiting clarity on whether they will receive reimbursement for overcharged amounts.
