India's Diplomatic Expenditure vs. FDI Gains
New government data presented in the Rajya Sabha reveals the financial outlay for Prime Minister Narendra Modi's foreign visits between 2021 and 2025, alongside the substantial Foreign Direct Investment (FDI) inflows received by India during a similar period. The figures indicate that India spent a total of ₹482.92 crore on the Prime Minister's overseas engagements from 2021 through 2025.
Concurrently, from April 2021 to December 2025, India attracted an impressive $381.8 billion in FDI. Using an exchange rate of ₹83 per US dollar, this FDI translates to approximately ₹31.69 lakh crore. A direct mathematical comparison of these two figures suggests that for every ₹1 spent on PM Modi's foreign visits, India received roughly ₹66,000 in FDI. However, it's crucial to note that this is a statistical correlation and the government has not claimed a direct causal link between the visits and the investment inflows.
The Financial Breakdown of Overseas Engagements
The expenditure on the Prime Minister's foreign visits has shown a steady increase as India expanded its diplomatic activities post-pandemic:
- 2021: ₹36.12 crore for 3 visits
- 2022: ₹55.83 crore for 7 visits
- 2023: ₹93.63 crore for 6 visits
- 2024: ₹109.51 crore for 11 visits
- 2025: ₹187.83 crore for 11 visits
Provisional figures for 2026 indicate an expenditure of about ₹74.59 crore for six visits so far, though final costs are still being compiled for some engagements.
MEA's Stance on High-Level Engagements
The Ministry of External Affairs (MEA) clarified that high-level visits by the Prime Minister are a fundamental tool for strengthening international relations and advancing India's diplomatic objectives on bilateral, regional, and global fronts. These visits are designed to foster closer ties and promote India's interests across various sectors.
Key Agreements and Partnerships
The MEA further stated that these visits and the resulting agreements facilitate partnerships in critical areas such as technology, innovation, trade, investment, defence, energy cooperation, and the development of resilient supply chains. Since 2021, PM Modi's foreign visits have led to numerous Memoranda of Understanding (MoUs) and agreements aimed at bolstering India's strategic, economic, and technological collaborations.
Key areas of cooperation include artificial intelligence, digital technologies, renewable energy, defence, healthcare, agriculture, space, skill development, critical minerals, semiconductors, telecommunications, and digital public infrastructure like UPI. Partnerships have been forged with countries including France, Australia, Germany, Indonesia, Brazil, Bhutan, Cyprus, Ethiopia, and Guyana, among others, supporting long-term opportunities for trade, investment, and technological exchange.
