Delhi Police has issued a No-Objection Certificate for the Congress party's rally at Ramlila Maidan on November 1, from 10 am to 5 pm. The approval comes with stringent conditions focusing on public safety, crowd control, and the prevention of inflammatory speeches.

The Delhi Police has granted a No-Objection Certificate (NOC) for the Congress party's planned rally at Ramlila Maidan on November 1, 2026. The approval, issued on October 17, 2026, by the Deputy Commissioner of Police, Central District, is contingent upon the Congress party adhering to a comprehensive set of security and public order regulations.

The rally is scheduled to take place from 10 am to 5 pm. The NOC covers logistical arrangements for the event between October 25 and November 3, emphasizing that organizers must secure prior permission from the relevant land-owning authority.

Key Conditions for the Congress Ramlila Maidan Rally

Organizers, led by Manish Chatrath, in-charge of the party headquarters, have been directed to implement several measures to ensure public safety and crowd control:

  • Surveillance: Installation of high-definition CCTV cameras at strategic points, including entry/exit gates, the stage, and surrounding areas. This system must include recording capabilities, monitoring equipment, at least five screens, and a dedicated control room.
  • Public Amenities: Provision of sufficient water tankers and separate toilet blocks for women.
  • Volunteer Deployment: An adequate number of volunteers must be present to manage the gathering and ensure the smooth conduct of the event.
  • Timeliness: The rally must conclude strictly by 5 pm on November 1, with no extensions. Participants are prohibited from staying overnight at Ramlila Maidan.
  • Parking: All vehicles transporting participants (buses, cars, tempos) must be parked only in locations designated by the Traffic Unit.

Restrictions on Speeches and Marches

The police have also imposed strict guidelines regarding the content of speeches and participant conduct:

  • Peaceful Conduct: Organizers must ensure the rally remains peaceful and that no provocative or inflammatory speeches are delivered.
  • Non-Discriminatory Remarks: Speakers are forbidden from making remarks targeting any caste, creed, or color that could disrupt public harmony.
  • Speech Enforcement: If any speaker makes provocative or intimidating remarks, the public address system must be immediately switched off, and the speaker removed from the stage.
  • No Unauthorized Marches: Participants are not permitted to undertake any marches towards locations other than Ramlila Maidan.

Additionally, the Congress party is required to submit a list of invitees and volunteers, a minute-to-minute program schedule, and details of all vehicles, including their registration numbers. Organizers are expected to fully cooperate with the police and comply with all directives issued by senior officers, including those from the Kamla Market police station.
