Gita Gopinath Predicts 'Less Insane' Tariff Policy After Democrats Win US Midterms

· · 3 min read

Following a surprising Democratic victory in the US midterm elections on November 4, 2026, former IMF First Deputy Managing Director Gita Gopinath anticipates a shift towards a less aggressive tariff policy under President Trump. She also expects greater Federal Reserve independence, though fiscal deficits will persist.

On November 4, 2026, in the wake of a stunning upset in the United States midterm elections, former International Monetary Fund (IMF) First Deputy Managing Director Gita Gopinath offered three key predictions regarding the American economy and policy landscape.

Democrats secured control of both chambers of Congress, delivering a significant blow to President Donald Trump's administration. Gopinath forecast that this political realignment would lead to a less confrontational approach to international trade, particularly concerning tariffs.

Shifting Economic Outlook

Gopinath outlined her expectations, stating, "With Democrats taking control of Congress, I expect (with varying levels of confidence) that: Jay Powell will step out of the Fed as central bank independence will be more secure. Tariff policy will be less insane. Fiscal deficits will remain a problem." This suggests a potential easing of trade tensions that have characterized the Trump presidency's second term.

The Democratic victories in both the House of Representatives and the Senate mean the party will wield greater power to scrutinize Trump's legislative agenda, challenge his policies, and potentially block new initiatives during the remaining two years of his term. However, the President retains his veto power, meaning significant policy reversals would still require bipartisan support.

Impact on Tariff Policy

President Trump had implemented extensive tariffs against several trading partners, including India, during his second term. Notably, in 2025, tariffs on Indian goods reportedly surged to as much as 50%, including an additional 25% levy linked to India's purchases of Russian oil. While some tariffs were reduced earlier in 2026 as part of a trade arrangement, the Supreme Court had also struck down certain tariff applications based on emergency powers, leading the administration to seek alternative measures.

Democratic control of Congress is anticipated to increase oversight of future trade restrictions. While existing tariffs may not be automatically reversed, the new legislative dynamic could make it considerably harder for the administration to impose new, sweeping trade barriers or escalate current ones without significant pushback.

Federal Reserve Independence and Fiscal Concerns

Another critical prediction from Gopinath concerns the Federal Reserve. She suggests that a Democratic-controlled Congress would bolster the central bank's independence, potentially leading to a change in leadership with Jerome Powell stepping down. Despite these shifts, Gopinath cautioned that America's fiscal deficit would continue to be a persistent challenge, irrespective of the political changes in Congress.

The midterm results, as reported by Reuters and the Associated Press, showed Democrats flipping at least seven Senate seats and over two dozen House districts, signaling a substantial shift in the balance of power in Washington.
