India's GST Council Targets Wider Tax Base, Higher Revenue with B2C E-Invoicing Push

· · 2 min read

India's Goods and Services Tax (GST) system is set for a significant expansion, with the Centre and states aiming to widen the tax base and improve compliance. A new B2C e-invoicing app is slated for April 2027 to encourage registrations and boost revenue.

Following the completion of rate and process reforms under India's Goods and Services Tax (GST), the Central government and state authorities are now focusing on strategies to enhance revenue. This new push centers on expanding the GST tax base and improving the quality of compliance across businesses.

Expanding the GST Tax Base

During a recent GST Council meeting, the Centre presented a plan highlighting the critical need to widen the GST tax base to mobilize greater revenue. This objective will be achieved through a dual approach: increasing the number of registered taxpayers and fostering better compliance among existing ones.

Officials anticipate a surge in GST registrations, attributing this to a perceived reduction in compliance burdens and a lower risk perception among businesses. The system has been deliberately redesigned to instill greater trust in taxpayers, a move expected to significantly broaden the GST taxpayer base. Currently, approximately 16.8 million taxpayers are registered under GST.

Focus on B2C E-Invoicing for Improved Compliance

A key area of focus for improved compliance is the business-to-consumer (B2C) segment. While the number of companies in this sector has been growing, the corresponding revenue increase has not been substantial, with the reported value-added component not appearing sufficiently high.

To address this, an innovative B2C e-invoicing application is set to launch from April 1, 2027. This app, accessible via the GSTN portal, will enable B2C businesses to generate electronic invoices, thereby encouraging greater transparency and improving compliance. The overarching goal is to foster compliance through incentives, potentially leading to more lenient views from tax officers on matters such as audits for businesses utilizing e-invoicing.

Expected Outcomes and Timeline

Measures aimed at widening the GST tax base and enhancing compliance are projected to take at least a year to demonstrate tangible results in terms of increased revenue and improved taxpayer adherence. The initiative marks a significant step towards a more robust and efficient GST framework in India.
